Finland: Openness as basic rule
Finland has a modern and basically liberal notion of Freedom of Information.
Act on the Openness of Government Activities states: "Official documents shall be in the public domain, unless specifically otherwise provided in this Act or another Act".
Then there are several pages that list exceptions to the ground rule of openness. What is not in the public domain varies from military documents to patient records. But the basic rule is that if something is not available, it has to be an exception and must be justified.
